so I am newly to fishing (like 4 days) and I have been using a hula popper with bright lime green tail. When is the best time to go fishing for bass? Or should I try something to go towards the bottom? How about Brim?

4 days ? !!... Welcome to the world of fishing.

I can't help much on the bass. But your popper sounds OK.

Bream (pronounced brim) can be caught on both bait and lures. You can even catch them on your poppers. Try casting your popper near over hanging tree branches or along side a bridge or anything else you see that is casting a shadow on the water. Let the popper sit there for about 10 seconds. Then gently flick your rod tip so that the popper jumps a little. You don't want the popper to move more than an inch or so. Then let it sit again and repeat the action. Do that until you have wound your popper all the way in. What this does is imitate a bug or small animal that has fallen into the water.

The classic bait for bream is prawn. Use a small suicide or circle hook. If conditions allow, do not use a sinker. If a sinker is needed, use a small ball sinker. You can use either a running rig, where your sinker is free to slide up and down the line. Or you can use a small swivel to keep the sinker away from the hook.
