Atmospheric or Barometric Pressure affects fish activity. The best fishing can be had on a rising barometer and also the time just before it is falling. A steady barometer in the higher ranges can also mean good fishing. A falling or low barometer reading without much change is usually not a very good time for fishing.
UV Effect on Fishing
As a rule of thumb, the higher the UV index, the deeper fish will move. Shallow water fishing is best done at times with a low UV index. When the UV is high, stick to early mornings, late evenings and shaded areas. The effect is less noticable in deeper water, but often a higher UV index can produce good results in the deep.

Fishing Overview Panama City
Panama City, Florida sits on a prime stretch of the Gulf of Mexico, where St. Andrew Bay, shell-lined beaches, and deep offshore structure all converge to create standout fishing. The area fishes 12 months a year, but tactics shift with the seasons and the wide variety of habitat—grass flats, bridge spans, passes, natural ledges, and artificial reefs—rewards anglers who stay mobile and match their approach to conditions.
Inshore, the St. Andrew Bay system is the heart of Panama City fishing. Redfish and speckled trout feed over sand pockets in the grass, along deeper edges, and around docks and bridge pilings. From late fall through early spring, focus on deeper channels and muddy bottoms that hold slightly warmer water; slowly worked soft plastics on 1/8–1/4 oz jig heads and live shrimp tight to the bottom are consistent producers. As water warms in late spring and summer, slide onto the shallow flats at dawn with topwater plugs or suspending twitchbaits, then back off to 3–6 feet once the sun gets high.
Sheepshead and black drum stack on bridge pilings, jetties, and rock piles, especially in late winter. Use small, sharp hooks with fiddler crabs, shrimp, or sand fleas pitched tight to the structure. Light fluorocarbon leaders get more bites in the clear water typical around Panama City. Flounder are a bonus along sandy drop-offs and channel edges; slowly drag a soft plastic or mud minnow along bottom, pausing often to let fish pin the bait.
Nearshore and from the piers, Spanish mackerel, king mackerel, and pompano drive much of the action. In spring and fall, look for bait showers and bird activity just off the beaches. Cast small metal spoons or flashy jigs rapidly for Spanish, and slow-troll live cigar minnows or ribbonfish for kings along color changes and bait schools. For pompano on the beach, use double-drop surf rigs with sand fleas or shrimp, cast just beyond the first bar, and keep rigs pinned with 2–4 oz pyramid sinkers depending on surf.
Offshore, Panama City is surrounded by wrecks, artificial reefs, and natural ledges that are magnets for red snapper, grouper, amberjack, triggerfish, and more. Bottom fishing is typically done with 40–80 lb mainline, strong leaders, and enough weight to hold bottom in the current. Drop cut cigar minnows, squid, or live pinfish to the structure, starting a bit up-current and drifting baits down. Pay close attention to your sonar to stay exactly over productive relief; even small shifts can change the bite.
Farther out, bluewater trolling targets wahoo, dolphin (mahi), blackfin and yellowfin tuna, and the occasional billfish. Productive zones often set up along temperature breaks, weedlines, and rips 20–60+ miles offshore. Pull a mixed spread of diving plugs and skirted ballyhoo at 6–9 knots, staggering distances to cover multiple depths and entice fish patrolling edges. A dedicated flat line with a bait close to the prop wash is often the surprise rod that gets crushed.
Across all of Panama City’s fisheries, success hinges on reading water and staying flexible. Watch for bait, birds, color changes, and current seams, and be ready to shift from artificials to live bait—or from inshore to nearshore—when conditions or bite windows change. With such a variety of structure and seasonal migrations, there’s almost always a productive option somewhere along this stretch of the Gulf.

Beaches and Bays are ideal places for land-based fishing. If the beach is shallow and the water is clear then twilight times are usually the best times, especially when they coincide with a major or minor fishing time. Often the points on either side of a beach are the best spots. Or if the beach is large then look for irregularities in the breaking waves, indicating sandbanks and holes.
