Depends where you intend to fish but a good quality frozen mussle berley might be a good choice. Just gotta make sure that the berley drifts in the right direction. The tide needs to take it out to attract fish.
For baits you could try fresh mussles or squid.
I went to army bay in Whangaparoa a couple days ago and talked to a guy who fished of the rocks. He reckoned he caught heaps of Kahawai and a guy next to him caught a snapper.
Didn't see what bait they used but at this time of the year there are heaps of squid around. So perhaps squid is a good bait choice.
It just gotta be super fresh. Or you could try to catch a kahawai or sprat and cut it up as bait straight away.
You should try to fish during a major time period to increase your chances.
